Colombo Port Efficiency & Expansion Project (ADB Loan)  – Design Phase

The project consisted of two components, the Port Efficiency Component and the Port Expansion Component.

The Port Efficiency Component focused on the existing management practices/systems and addressed the need to improve efficiencies to enable the Ports Authority to complete the corporatization process, review and implement organizational, financial and management reform and improve operational efficiencies. 

The Port Expansion component focused on the South Harbour Development Project (SHDP)  for constructing and operating the South Harbour thereby increasing the capacity of container facilities at the Colombo Port.

RDC provided a team of national staff and the services provided included assisting with the preparation of basic designs for civil works for SHDP including relocation of the existing oil pipeline, sea outfalls, preparation of outline designs for civil works for breakwater, seal wall, access road, approach channel, turning and berthing basin, relocation of the existing oil pipeline taking into account dredgibility of the sea bed materials to design depths and foundation conditions.  Preparation of design specifications for the required navigation aid system. Preparation of bidding documents and assisting with the bidding process through to award of concessions / contracts A full environmental impact assessment, site investigations, simulation modeling, social analyses and poverty impact study were carried out
