The improvement to Ja-ela to Chilaw section of the A03 road is to be undertaken by the OPRC division of the Road Development Authority with the financial assistance from the World Bank. Covering a distance of approximately 58 kilometers .The original plan was to improve the entire road section from Ja-ela to Puttalam town with a 04 lane stretch close to the Puttalam Town . Accordingly a RAP and SIA were prepared complying with the safeguard requirements of the National Involuntary Resettlement Policy (NIRP) and social safeguard requirements of the WB.
And both plans were approved by the RDA and cleared by the World Bank.
The Social Assessment (SA) and Resettlement Action Plan (RAP) prepared by the project cover the road section from Ja_Ela to Puttalam of A003 road.

Project has now identified five accident prone locations (black spots) in this corridor that is critical in order to reduce the fatalities that are already high. All of these black spots require straightening of bends and correcting the alignment in order to improve visibility of oncoming traffic. It therefore requires land which needs to be acquired as it is beyond the right of way owned by the RDA. In some of these locations, the structures will need to be replaced and in certain cases will require minor relocations.
